New battery doesn't mean it's fully charged or good. When starting diagnostic work, I always start with the basis. If battery test good, then next thing to check is negative battery cable, not the battery end, the bike end. Corrosion there is infamous for causing electrical issues. Then check for full battery voltage at solenoid, if not back track and fix issue. Then check starter side of solenoid, full power voltage with starter button pushed. After you have completed these test, report battery voltage at the terminals, we can then diagnose further.
