Carb problem Fzs 600 2002

Hi everyone,
Just rebuilding the above bike, starts ok, but then starts spitting fuel out of the air inlets. I have changed float needles and brass housings, manifold rubbers and all jets are good. Fuel level check is about an inch lower than it should be with the clear pipe method, is there a measurement for float height to mating surface? Or am I missing something.? Top end has been rebuilt with good compression....

1 inch below where it should be?? That must be a huge deep bowl. This doesn't make sense.
Generally the level is right where the bowl bolts to the carb housing.
I think a little spitting is normal if it runs and idles good, doesn't foul plugs, backfire, that kind of thing, don't sweat it.
