Broken wire on 2005 G22E golf cart

I have recently acquired a 2005 Yamaha Electric G 22E cold cart.
it is not running and I’m trying to trouble shoot it.
there is a small black wire coming out if the wire harness near the controller thst has broken off. It has an inline 3 amp fuse in it that Is bad. Anyone have any idea where this wire should go ? Would it keep the cart from powering up ?

I would say yes it could keep it from running.
Should be easy enough to find where it came from and reconnect it and replace the fuse. Then, see what happens
